President Trump claims aliens live in our oceans. AARO purchases access to a private collection of UFO records. George Knapp and Jeremy Corbell claim the White Sands operation used nuclear material to lure UAP. The UAP Science Advisory Council learned the US has a disclosure preparedness plan. Congressional briefings on UAP retrievals are psychologically disturbing and staffers have been offered psychological support. And finally, Matthew Brown claims there is an oral tradition in the legacy program that agreements have been entered into with nonhuman intelligences.
“They’re in the ocean.”
- Ozzy Osbourne’s son, Jack Osbourne: “I have a friend who is close with the president. They speak often, and he asked him about it, and… he told me the president said, ‘We have no idea what they are, but they’re in the ocean.’”
- UAP Gerb: “On the Dr. Phil Podcast, Grusch inferred that the seafloor was a permanent or semi-permanent residence for some specific NHI. AARO Purchases Private UFO Records
- DefenseScoop: “The Pentagon recently moved to issue a sole-source contract to a New Mexico-based nonprofit corporation, [the National Unidentified Flying Object Historic Records Center], that reportedly holds North America’s largest private collection of historical records documenting unidentified anomalous phenomena, including heaps of exclusive UFO case files that exist outside of the U.S. government’s expansive cache… Historical military records from the mid-20th century were heavily hidden, decentralized, fragmented, or often preserved only by civilian researchers and private organizations after official projects concluded. Contracting with NUFOHRC could open AARO’s aperture to identify missing historical context or trace previously unindexed government documentation of pre-1990 cases.“

UFO Luring Operations
- Coulthart: “I am...told by White House sources that President Trump has personally authorized [the shoot down of UFOs].”
- Journalist George Knapp: “I am intrigued by the reports of luring operations, because as you and I know, there have been operations like that in years past that did produce pretty dramatic results, in terms of something following nuclear assets. But drawing them in and shooting them down, as some people have said, or bringing them down with the power of your mind, I take that with a grain of salt.”
- Filmmaker Jeremy Corbell: “People have deduced that [in] December of 2025… [in] White Sands… there was a massive incursion. There's two sets of documents, one by FBI, one by ODNI, that's in the tranche releases. And that is the same event, that's what people are talking about. And they called it luring because it was described to me that they had set up all of the same situations that typically seemed to provoke a response from UAP… And sure enough, it happened. Now, I have not heard, and I do not believe it was some psionic thing. I think that they were moving stuff… This is what was said to me, and I read between the lines. But at no point was there anything said to me… about any psionic assets or any shoot downs or anything like that. I'd be highly surprised. I think …they started moving stuff around. That… notoriously, stimulates response.”
- Knapp: “Just an FYI, I have no beef with Ross's report. He is a seasoned pro and the story he wrote sounds like it came from multiple sources. My doubts are based on other aspects of the big picture… An order to shoot down orbs or unknowns is a very serious step. Our military has strict protocols for such actions. No one shot down the UAP that overflew Langley 17 nights in a row, or the hundred or so objects that buzzed 10 Navy warships back in 2019, or the craft that lowly floated thru Pantex or any of the "drones" that electrified New Jersey for months. Taking hostile action against advanced craft of unknown origin seems like a risky move. The US shot down three "balloons" a few years ago but the official story is that the US had figured out that the objects were human tech with no people on board.”
- Journalist Joe Murgia, interviewing former head of AATIP, Lue Elizondo: “Baiting and luring UFOs. You mentioned… how you successfully did that in AATIP. Somebody I know, a source, said, 'The way we attract and coax UAP has to do with nuclear power; nuclear weapon sites; deployed weapons; weapons or nuclear fuel being moved around; weapons being manufactured; nuclear fuel being manufactured; and manufacturing sites...and that attracts them.' To me, that sounds like AI. It seems like it's reacting to something automatically.”
- Elizondo: “Your friend seems to be very well informed.”
Disclosure Preparedness Plan
- Dr Jennice Vilhauer: “At a meeting held on August 31, 2026, at the Office of the Director of National Intelligence, the UAP Science Advisory Council, of which I am a member, was informed that the United States government has a preparedness plan in place should the existence of nonhuman intelligence (NHI) be confirmed.”
- Vilhauer: “We were also told that the United States is prepared to take an international leadership role if necessary… [This] suggests that the government recognizes that confirmation of NHI would be a global event. And that it would require nations to communicate and cooperate with one another.”
- Vilhauer: “We were not given any details about the plan. We do not know which agencies would lead the response, what circumstances would activate it, or whether it addresses the psychological and societal impact of such information.”
- Vilhauer: “The government prepares for many events that may never happen, but that would have significant consequences if they did. The existence of a preparedness plan does not mean that the government has confirmed the existence of NHI, believes confirmation is imminent, or is preparing to make any type of announcement. It does mean that the possibility of confirming NHI has been taken seriously enough to warrant advance planning. That alone is significant because it means that the United States government has considered the possibility that such a confirmation could occur and it has determined that the consequences would be substantial enough to require a coordinated response.”

Congressional UAP Briefings
- Liberation Times: “Investigative journalist Tom O’Neill has described an extraordinary conversation with a senior congressional staffer who, he says, claimed classified briefings on Unidentified Anomalous Phenomena (UAP) included information about recovered craft, recovered beings and technology being exploited for U.S. defense purposes.”
- Liberation Times: “The conversation then turned to UAP. O’Neill told the staffer that he remained agnostic… ‘If you knew what we knew,’ the staffer allegedly told him, ‘you wouldn’t be agnostic.’ O’Neill said the individual explained that, as a senior congressional staffer, he accompanied the lawmaker he worked for into SCIFs - Sensitive Compartmented Information Facilities - secure locations used for the discussion and review of highly classified information… O’Neill recalled the staffer saying that the United States possessed ‘recovered crafts and recovered beings,’ and claimed knowledge obtained from recovered technology was being used to understand capabilities conventional human-made aircraft could not reproduce.”
- Liberation Times: “According to O’Neill, the staffer told him: ‘I go in, and I see what they see, and it’s terrifying.’ …He said the same individual told him that exposure to classified information could be psychologically disturbing, claiming that congressional personnel who entered SCIFs sometimes experienced nightmares because of what they learned… and claimed that staffers with such access had been provided with psychological support to help them cope with what they had learned.”
Matthew Brown on NHI Agreements
- UFO whistleblower Matthew Brown: "I have learned that it is the oral tradition in the legacy program itself that agreements were struck between the United States and a third party [NHI] in possession of this technology.”
- Brown: “That agreement in broad terms has two kinds of arrangements. One was that there are certain areas that the United States, within its borders, needs to stay away from. That is essentially someone else's territory. So no developments there, no military operations there, no commercial or human activity. That's one area of the agreement. And then the other side is some sort of access to and communication with humans of their choice. And that is the nature of at least one agreement, very old agreements sometime in the Truman and Eisenhower era that was arrived at. I'm sure that there are things in the lore that give more detail. I can't speak to the validity of those things, but I'm just sharing that now that that is in the legacy program itself, at least a line of... narrative"
- Jesse Michels: “In the lore, you have this idea of the Greada treaty, where Eisenhower, under the guise of going to the dentist in Palm Springs in 1954, instead jets off to Edwards Air Force Base, where some diplomatic relations are engaged with these beings. The common story is that the beings are given access to humans for medical experimentation, to American citizens… You think there’s an oral tradition in the legacy program where this is undocumented, but it’s sort of well known… that some sort of treaties were engaged in?”
- Brown: “‘Agreements’ is the term that was told to me. That might be because treaties have to be ratified by Congress, but a business agreement does not. I don’t know anything about this Greada treaty. When there’s that level of detail, I’m skeptical, especially given the amount of time that has passed… If all this is real—and I have direct knowledge that aspects of it are concretely real—then our security apparatus would inject disinformation when there’s leaks or to preempt any sort of revelation that would be counter to our interests. So I think there’s a lot of half-truths or fabrications out there that have become unquestioned parts of the UFO narrative, but I think there’s a core truth there, and to me it makes sense that there has to be some sort of agreement between us and other nations regarding this topic, and between us a third party, otherwise our strategic behavior does not make sense.”
- Michels: “It’s almost like the UFO legacy program has this hermetic unspoken oral tradition, where things aren’t written down. Is that what you’re implying?”
- Brown: “Yes. I’ve developed sources since then, and been approached by people… I think there is roughly a split between those who want reform and some degree of this to come out, and those who… very very much do not want any of it to come out. Dylan Borland [spoke about this in his interview] with you, where he said there was a decision made to stop briefing new people in the legacy program on the history of the program, so that you’re getting into the next generation of people that have no background into the ground truth of where this came from, what has happened, and why decisions were made. You’re starting fresh, and you get to avoid the complications of the past, probably except for a very small circle of senior leadership who would have the need to know. So that is kind of pointing towards, why is it an oral tradition? It’s because you have a bifurcation now of people who were briefed into legacy before that decision was made to stop telling people some version of the history of the program, and those who have since come into the program, did not receive that history, but people talk, and people have questions, especially with something as significant as this. Hence, the oral tradition.”
- Michels: “It’s so wild, you would think this was the most important stuff.”
- Brown: “Which is why you would keep it secret, especially when it’s things like agreements that maybe the US was compelled to sign and probably may have had terms unfavorable to us. You certainly wouldn’t want something like that leaking, especially when you present yourself as the world’s hyperpower. And by the way, I’m not the only person out here talking about this. Neither is Dylan Borland. David Grusch under oath was asked about agreements and said that he could not provide further detail, but he hoped the people in the legacy program would come forward with that information.”
